The stars in France very specifically refer to the list of amenities the hotel offers, how many languages are spoken by the front desk staff, how large the rooms are. It's not like TA where the stars equate how much a person liked a hotel. If you don't mind a small room, you might be happy in a good two star. If you don't need a hotel gym or swimming pool, you might not need a five star. I know the 4th, 5th and 6th are the most recommended arrondissements/ neighborhoods, but don't feel you have to limit yourself. Any arrondissment with a single digit would be fine, and with a trip as long as yours, you might even enjoy being a bit further out. I personally prefer the 2nd and 9th arrondissements. But personally I've found pros and cons to every neighborhood I've stayed in, and always more pros than cons. I've never been disappointed. In July, I would strongly advise you make sure your accommodations have excellent AC.
